Therefore, insurance companies are sometimes reluctant to grant them outstanding balance insurance on the same terms as healthy citizens. This makes it harder for them to obtain a mortgage loan and to become property owners.

KCE Reports 293C (2017) The responsibility for health care in prison is planned to be transferred from the Minister of Justice to that of Public Health. To prepare for this transfer, we were asked to take stock of the current organization of care and to suggest ways to improve it.
