Study 2015-55 (HSR) Payment systems for hospital stays with a large variability in the care process
Ongoing study - In April 2015, the minister of Social Affairs and Public Health published a comprehensive plan to reform the Belgian hospital landscape. One of the central elements in the Action Plan (‘Plan van Aanpak Hervorming Ziekenhuisfinanciering – Plan d'Approche Réforme du Financement des Hopitaux’) is the idea to classify hospital stays in three clusters and to apply a different payment system to each of the clusters. The payment system applied to each cluster should be determined in terms of the financial risk sharing between the payer and the hospital and the delineation between the clusters should be based on the predictability of the care process.
The aim of this study, commissioned by the minister, is to review international payment models for hospital stays with a large variability in the care process (the third cluster in the Action Plan) and to assess the feasibility of these payment models in the Belgian healthcare context.
